That is correct (according to what I've read in the press about it). They are more strictly regulated than banks in the USA, for example...meaning there are strict legislated restraints on how far out on a shaky financial limb they are allowed to get themselves in their search for windfall profits. It's the opposite of a laissez-faire system.

They are thus protected to some extent against their own sense of untrammeled greed getting the better of them... ;-)

This doesn't mean, of course, that they don't get rich. They do.
