I think it is a mix of voters, not just new or reliable or previously apathetic, and a major motivation to go now is the worry that there may be a problem like people saw with the hanging chads fiasco. If they go to the polls before election day and they do encounter a problem, they will hopefully have time to resolve it and make their vote count.
