Midnight regulations are the vehicle in which a President may submit and make laws and policies before their an election which then go into effect immediately.

The Rules for such regulations have been ignored by Bush in that the midnight regulations are submitted withour cost benefit analysis or with fraudulent analysis. Sometimes they can be stopped at this early stage but usually not.

What we are getting so far are going to allow Pharmacists to obey their conscience regarding whatever prescriptions they provide or withold. The trermination of people injured or killed in rollever accidents from seeking damages or justice from car makers, The end of health services for people using medicare by allowing health care providers the choice to accept or reject such benefits. The end of any health care advice for pregnant mothers.   etc.

The midnight last minute regulations can be undone at great cost and time by Congress or courts and often remain lawdespite best efforts.
