Giving out the tape would invite the use of out-of-context sound-bites to give a completely distorted picture of what actually happened, in the way that we've all seen happen. In the context of an election it would be an extremely partisan thing to do.

Moreover it would evidently involve breaking a promise to the source. That is not something that can airily be waved away.
