Canada doesn't have as many African citizens because they didn't spend a couple hundred years keeping them as slaves. And if you are used to mostly warmer weather, you wouldn't go out of your way to move to Canada.

Still, I'd imagine Canada might give a black candidate as fair a treatment as they get here....
