The festival is very accessible. Jackson Heights is a couple of miles south of LaGuardia Airport. (I've walked it, but it is a LONG walk.) It is right near the subway, and close to the highway too. You do not have to drive through Manhattan to get there from most parts of the US. There are travel directions at http://www.eisteddfod-ny.org
   The neighborhood has become known for restaurants, especially Indian, Pakistani, and Bengladeshi restaurants, as well as restaurants from all parts of South America.
