I thought they just made a mistake and dug up the wrong guy. The last I heard they were trying to get a court order to open up the grave of the guy who said he was Jessie.

They didn't mention what the guys weilding the shovels were drinking when they dug up the wrong guy, and the relatives of that guy are yet to be heard from.
