I'll say it again, David, and use your own pronouncement-either society suffers when cultures lose their traditions, or it doesn't.
If the Gypsies had been restricted in the way you suggest two hundred years ago you might not have any tradition at all to be misusing in your cause, as generations of them have preserved and continued the repertoire while settled people have moved on musically to other, more fashionable things.
