I would hope there would be some provision for making grants to individuals, even those who may be unaffiliated with any particular entity. So many times grants are only granted through some non-profit which often has its recipients already in mind, etc., often leaving some really great people with a wealth of knowledge out doing things on their own with no budget, etc.
