I hold no brief for Mr Mugabe, but the use of economic or trading sanctions against a failed state leads to charges of "economic terrorism", as happened in Saddam's Iraq, when many children died through lack of medical supplies,
It can be argued that the cholera outbreak comes into that catagory.
