OK, I got it to work. Just paste the Cyrillic letters in between the <title> tags, and save the document. A warning will come up that you will lose the Cyrillic characters if you just save it, and a "save as" box will pop up. Save as "Unicode," and it should work.

I have to say, I was quite pleased with myself for figuring this out.
