I'd forgotten how particular my junior school teacher was about speech marks. Then I heard a teacher in one of the schools where I work saying "Remember, 66 to open the speech, and 99 to close it".

In common with I would guess 99% of the English speaking world I jus use two dashes. Just like the font on this.
