My family had an old neutered male Siamese who started spraying all around the house, and the older he got, the worse he was. You can't really stop them once they start doing that. I think my parents had 3 cats in the house at that time. It sounds like you should find a home for the old cat where he can be the only pet in the house, but he may still keep spraying anyway.
