The census is really a very minor part of the responsibilities of the Commerce Department...important, true, but even a Commerce Department without the Bureau of the Census (which isn't happening) is hardly "emasculated". Lets see...they run NOAA, the Economic Development Administration, the Bureau of Standards, the International Trade Administration...
