Nope. SP3 contains everything from SP2 that's needed. IE7 will have to be installed separately, though.

You can find downloadable ISO (CD-Rom image) files on the Micro$haft website, which is marginally better than using Windoze Updates...!

Once you've finished there will be loads of other updates - but I think there's a slipstream ISO file somewhere with them all in.
