The charge is to come up with creative "named" plans to remove a scum and transform it into something viable and useful.

For example a franchise to benefit small business and provide a safe outlet for the right to bear arms mob and gangs at the same time getting guns out of homes and off the streets.

Dick Cheney & Charleton Heston shooting ranges - targets selected by a panel must go through stringent scum detecting criteria. Gun toting Americans and gang members permitted to have a go, ONLY if they sign a contract stating they will relinquish their firearms and never lift a gun again.
