The World Turned Upside Down I'm familiar with is in 4/4. I do believe people have marched to things in 6/8, if not 3/4. In 6/8, you'd take a step on 1st and 4th beats. With 3/4, you'd have to alternate feet - LEFT, right, left, RIGHT, left, right.
