The point about Bush "writing" a book is that he has demonstrated himself repeatedly to be an incompetent butcher of English, and it is likely he will have to use several ghostwriters and editors to whip his self-exculpation into reasonable shape. Given the cognitive dissonance of his entire Administration I expect it will include so far-fetched and strained justifications and rationalized disguised as important factors inhis alleged decision making process.
