IF you are referring to the JNF lands, that is NOT an Israeli Law- it does come under the 1921 Mandate for Public lands ( So blame the Brits!) That affects 13% of the PUBLIC lands and has NO effect at all on private sales, or other institutional sales besides the property of the JNF.
