Identification is not resolution, but sometimes, people actually need to be told there is a problem.
Many middle management have gaily gone about their lives ordering this that and the other change to the working practice of a department, only to have it all come back to bite them because they simply did not see the problem.
Here's a for instance.
An office that already has more work than it can cope with, and no chance of overtime or extra staff, inherits the work of 3 similar offices which are closing down. There are no extra staff available for 5 months, during which the office experiences its two busiest times of the year. And the manager wonders why that office is now 6 months behind on its work. Apparently, 3 times the work but no extra staff or hours is not a problem to the manager. The manager looks good on paper because they did what their superiors wanted, not what was best for the department.
