The woman I learned "tete" from was Mexican-American, and she used the term with my nieces and nephews when they were babies.   (Their dad, who was born in Central America, also used it.) I'm sure it does mean "tits" (or "teats") but it was also used to refer the baby bottle of milk.   It may not be a common idiom in all Spanish-speaking groups.
