According to this, from the UN, it is Israel that is practicing terrorism, and it specifically recognizes what the Palestinians are doing as legitimate resistance...

The UN recognizes such fighters as having the same legitimacy as any country's military, and it says they should be treated no differently than the military personnel of any government.
