He is doing it so as to put a marker in the ground. He is doing it so that the next time there is a terrorist attack (and there will be one, sometime), he can say that the Democrats were traitors to America, and then he can destroy the Democratic Party forever. That is what he is doing. He is setting up the frame for the future. It is blindingly obvious.
