Isn't it nice to have both, and let the festival organizers decide if they want to allow dogs at the festival or not? That way, those who own dogs or enjoy having dogs around will have festivals they can attend with their canine friends, and those who don't can stay away if they really feel like dogs are a deal breaker.   There are several festivals I go to on a regular basis, some allow dogs and some don't. I never took my dog to festivals, by the way, she wouldn't have enjoyed herself and the crowds would've made her nervous. But I greatly enjoy the 'dog friendly' festivals where the pooches are part of the fun. Many of them include a 'dog parade" where they strut around with their owners and seem to relish the attention. I can enjoy the dogless festivals too, for the music and vendors, etc. A lot depends on the site of the festival as to whether it can reasonably allow dogs. In all cases it needs to be implicit that the dogs be under the control of their owners at all time, and that they have current rabies shots. Owners of course have to clean up after their dogs too. I've never seen a major problem with dogs at festivals. To me having dogs around (friendly, well behaved dogs, that is) is a plus.
