No suggestion that Southend Council should be making provision for festival campers, just that they allow them to camp on the bit of a field that used to be used for that for years.   

And that toilet/washroom was primarily there for people with boats moored down there, and I imagine they found it rather handy at times, and miss it.

That V festival is a very different kind of animal from family friendly little Leigh, and not really too relevant.
