The key to effective pee fencing is meat - Eat meat a few hours beforehand - a nice steak or hamburger makes your pee say "carnivore".

But really, on the deer - an electric fence, properly installed, is cheap, simple, and effective.   I'm not sure why this thread is dragging on like this.
