I'm sure Victorian shipping agents had sufficient standing in the community to wear what the **** headgear they liked - probably with spats, white trousers, stripy blazer and coloured neckerchief - but maybe somebody with a name like Scarth would tend to something more severe? Bowler hat, definitely.
