"Is there a petition for going in this young man's favour?"

There's no point in a petition as the disquiet about this man's extradition is virtually unanimous regardless of the rights or wrongs. The government is simply ignoring public opinion (again) and sending the chap over. I can't help feeling if the goes another corner will have been turned in the steadily deteriorating relationship between politicians and the people they should be serving.
