A gross oversimplification. The implication of that statement is that all or most of the really hardened criminals are in the federal system.   Or that, conversely, all or most of the inmates in the federal system are really hardened criminals. You merely make the assertion, but on what basis we know not.

Not all prisons are equal--not even within the same prison system. The federal system has facilities at all levels from what amounts to boarding houses in metropolitan areas up to the real hard-time maximum security fortresses.

As mentioned by someone in this thread, McKinnon is likely to be placed in a minimum to no security camp, that absolutely would not have the "really hardened criminals".
