One of the problems with the South West is that in summer, the population swells with emmets, all producing sewage. In some places the effluent used to run into the sea from pipes discharging close to beaches. There has been a tremendous amount of work to clean it up. But there aren't the locals paying the company to equal the needs of the upkeep of the system, and they aren't among the best paid of the nation.
