I think you're missing the point!
You said if a person expects "the company to pay a bill, they do have access to any medical information relevant to that bill". Of course they should. But the papers you sign give them access to ALL your medical information, NOT just what's relevant to the bill!
It's like getting in trouble with law, I figure. You can't hide your record! And it's all taken into account.
