ID Cards (I don't agree with them either) have been on the way for years now and they are (presently) optional. Although I expect they will be compulsory, and I disagree with that.

The ID cards do not have RFID chips, they have secure smart card chips (like a Sky or Virgin Media viewing card, or like your credit card).
