This is terrible. I believe strongly in public libraries, having, myself, two different cards.

But one wonders what proportion of the city library budget is dependent on state funding, to necessitate such drastic cuts resulting in a meltdown of the system. It seems to me that the folks of Philadelphia must need take more responsibility for keeping the library system functioning.
