Second lieutenants are officers just out of training and are notorious for having a lot of knowledge (of how to "do it by the book") but no common sense.   Rapaire was some species of sergeant in the (US) Army, and the thought of more butter bars (their rank insignia is a single gold bar) must be scary for him.
