There could be a number of possible reasons for such an action to be taken by "them".

And what does them mean? Does it mean something laughably dark, deep, and mysterious? What is termed: "a conspiracy theory" by anyone who wished to make fun of it?

No. "They" simply means: those people who are in charge of formulating, ordering, and carrying out any given course of action. The ones who give the orders. Period.

That's not mysterious at all, but it CAN be termed a conspiracy if there is not full public disclosure of exactly what is going on and why.

That being the case, a great many things that are done by our governments are conspiracies...if you wish to call them conspiracies...because they are done without full public disclosure of exactly what is going on and why.

911, for example, was clearly the result of a conspiracy...and ANY theory about it IS a conspiracy theory, including the government's offical version of what supposedly happened.

To cry "conspiracy theory" whenever you wish to ridicule or put down something someone else says is to use a meaningless popular cliche that adds nothing useful to the conversation, but simply allows you to contemptuously dismiss what someone else is saying about something....regardless of the possibility that they might be onto something.
