Hearme make a variety of products but even though many of them use the same DLLs (npevp.dll and npjac.dll), to the best of my knowledge you need to have the plugin installed or registered with your browser and I am not sure how that system works but I guess it involves entries hidden in the registry.

As an example, I wanted to remove the IE hearme plug in and did so successfuly but IE still worked even though the plugin no longer existed - it was using the DLLs from a later Hearme installation on my PC (that was why I unninstalled the Netscape one using Smart Update). It looks to me to be another of Windows little secrets and one I have yet to work out.

Unless you know how to manually register the plugin with your chosen browser (which is something I am trying to figure out), I can only suggest the options I mentioned before.
