I have been trying to figure this out too. It took place in the mid 90's. The lead singer had a headress like the PLO (Arafat) pattern.
It was played today on the Today show, 11/12/09 at about 835 AM during Meridth Viera's segment about her dog.
It is a cool tune and cops Wilson Pickett's Land of a Thousand Dances, but with a slow funk beat.
