Yes, I would think it was. Conquering nations tend to turn a blind eye to their own violations of international law when they themselves are in charge of the situation. In other words, they care a lot more about pragmatism (and their own direct interests) than they do about international law....and if there is no one present with the military power to make them do otherwise, then nothing is done about it.

They all ignore international law when it gets in the way of something they feel they must do. This has been true of Germany, Russia, Japan, the USA, Israel, the UK, Iraq, China, hell....really almost anyone you can care to name.
