As for the insulation on the foundation... reuse what you have if it is not wet.
Yes, that type of insulation can get wet... the specs say no more than 4% by volume absorbtion but I have picked up sheets from rooves and had them break under the weight of absorbed water. Lab tests do not always simulate the real world... many specs and standards are ony meant to "rate" products against a "benchmark".
