It's obvious isn't it? A folk singer is a singer of folk songs. Every time your momma sang "Hush little baby, don't say a word..." when you were little, she was a folksinger. Everytime you hear a bunch of kids singing "Ring a ring o'roses", they're folk singers. When you absent-mindedly sing or hum a folk song (whatever THAT is!) you're a folksinger. It's a transient designation, I think and moves from person to person freely and frequently. :-)
