The Taliban offered to turn bin Laden over to the US government if the US government would provide the Taliban with evidence that bin Laden was responsible for the crime. The US government preferred to invade and occupy Afghanistan rather than provide the Taliban with any evidence. This puts the US government in violation of international law, because according to international law, the US government had an obligation to exhaust all possible means for resolving the situation before resorting to violence. It did not.
