Indeed. The motives and abilities of the leaders are only one factor. Certain circumstances are too vast, complicated, poorly understood, sudden, etc., to allow for much efficiency, no matter who's in charge.
Obviously, things can always be done better, and malefactors should be thwarted, but bashing the usual suspects regardless gets tedious.
I'm doubt that any particular political or economic "system" (or anarchism, for that matter) will make the world any better, though obviously there are many that can make it even worse. Reform helps in one area while it may hinder in another. (Which means it may still do more good than evil in particular cases: about the best one can hope for.) That may be another law of history.
