You can use Powerpoint to do CD inserts.

I have done it.

There is no template because Powerpoint was not intended for use as a desktop publishing program.

However, Powerpoint handles combining text and graphics as well as a program can that is not a desktop publishing package.

That said, you would be better served with a true desktop publishing program such as Adobe Illustrator.
