I got em this year! My Ranger is a 91, and it was supposed to be E-Tested in 2010 for the new sticker. My birthday is in February, I recieved the renewal form in November. Where the little asterex should have been for the test wasn't there! Did the renewal "On-line" and about a week later, got my new sticker in the mail! Re-checke the renewwal form, and yes, it should have been tested!!!!
