Anywhere in Canada (except the west coastal area around Vancouver) can (and often does) have nasty, chilly weather between some time in November and some time in late March, generally speaking. Vancouver mainly just has a hell of a lot of rain instead...all that moist, warm Pacific air meeting the mountains and dumping precipitation.
