Just write into the tenancy agreement(s),that the incoming tenant MAY bring their cat/dog/wolverine etc,on the clear understanding that they will accept FULL legal and financial liability for any illness,discomfort,or allergic reaction suffered by ANY subsequent tenants, at ANY time. That ought to make 'em think twice !!
