I believe yeast stops working at 13.5%, which is why Hurlimanns started brewing Sammiclaus at 14% (to prove it could be done). Several American craft breweries keep pushing the boundaries, though I think that the Scottish Brewdog's Tactical Nuclear Penguin (32%) is the curreent record holder.
