I live in one of a pair of twin cities, and both cities' libraries have quiet rooms where silence is mandated and strictly enforced. That seems to me the best solution.

Obviously, anything approaching rowdiness shall not be tolerated anywhere in the library.

If signs are posted, 'Cell phone use in lobby only" or something similar, than that should be enforced.
