"....several analyses of the No Child Left Behind bill..."

I am reporting on applications OF the bill as they work, not analyses of the bill itself. Why would folks report that states ARE lowering test standards to keep funding levels, unless that was happening?

It may not BE logical, but I read that it happens....that article said Missouri specifically admitted to it!
