Yes and no - obviously there can be situations when police can overreact in ways that are understandable, and good training can help avoid that. But an attack like this doesn't fall into that category - what is needed here is better screening of recruits. No one capable of behaving like that should be able to become a police officer. Aside from anything else, they surely put their fellow officers at greater risk.
